DNV GL is an NEA-accredited third-party verifier for Emissions Report submission to NEA

Carbon Tax

A tax of $5 per tonne of GHG emissions will be levied on any industrial facility that emits direct GHG equal to or above 25,000 tCO2e annually. The facility will be registered as a taxable facility and required to submit a Monitoring Plan and an Emissions Report annually to National Environment Agency (NEA) Singapore, effective 1 Jan 2019.

Emissions Report

The annual Emissions Report needs to be verified by an NEA-accredited third-party verifier. This verification process which can take between 1 - 6 months, depending on complexity, is required to take place before submission to NEA by 30 June of the year following the end of each reporting period.

Indicated Sectors

Third party verifiers are accredited under indicated sectors. The sectors are as follows: 


Complex Sectors

  • Sector 1: Refining of oil and gas, and large scale manufacture of chemical products
  • Sector 2: Manufacture (other than large scale manufacture) of chemical products
  • Sector 3: Manufacture of semiconductor devices and wafers

Non-complex Sectors

Any industry sector that is not a complex sector as described above
